In Kansas, state highways technically do not exist within cities. Routes within the cities are considered City Connecting Links (CCL). KDOT has agreements with each city regarding maintenance. A city may either agree to maintain the roadway with a stipend from KDOT (currently, the stipend is $3,000 per lane-mile) or may enter into an agreement with KDOT to perform maintenance.
By law, all fully access-controlled CCLs (Freeways) are KDOT’s responsibility. KDOT maintains special agreements with the cities covering theses CCLs, which also includes some partially controlled access CCLs (Expressways)
